WASTE MANAGEMENT SERVICE PROVISION DATABASE
MISSION STATEMENT
The Waste Management Department of the Tamale Metropolitan Assembly exists to keep the city clean and healthy by the provision and delivery of effective and efficient waste collection and disposal services. Also, waste management interventions and programme’s that are environmentally acceptable and at affordable cost to all sections of the communities within the jurisdiction.

GENERAL SERVICES AND PROGRAMS BY DEPARTMENT
The Tamale Metropolitan Assembly’s Waste Management Department, established under the mandate of Local Governance Act 936, is committed to providing comprehensive and sustainable waste management solutions. Our goal is to enhance the well-being of residents by promoting environmental health, reducing pollution, and ensuring access to essential waste services.
General Services;
- Licensing of service providers
- Monitoring and evaluation of service providers
- Monitoring and evaluation of Public-Private Partnership (PPPs) contracts
- Development planning
- Policy making and by-laws promulgation
Law enforcement and regulating of waste management practices
Solid Waste Collection Services
Subscription to solid waste services is mandatory to all owners and occupiers of all types of premises (domestic, industrial, institutions etc).
Prospective service beneficiaries are required to register with only TaMA accredited service providers in their respective communities for solid waste services.
It is illegal to subscribe to services of unaccredited service providers.

Liquid Waste Management Services
- Desludging of septic tanks
- Desilting of septic tanks
- Public toilet monitoring and evaluation
- Design and Construction of household, institutional and public toilets
- Design and construction of waste treatment facilities
Cleansing Services
- Cleaning of streets, pavements and kerbs
- Cleaning of public open spaces
- Cleaning of public places such as markets and lorry parks
- Cleaning of drains
- Weeding, disinfection and disinfestation of public places
Events waste management
The WMD provide complete event waste management solutions for events like festivals, religious conventions, exhibitions and other gatherings where large volumes of waste of all types is generated.
Services include:
- sweeping of venue
- cleaning of venue
- evacuation of waste etc
These services are available to private property owners or establishments on demand
Advisory Services
- Development of waste management plans for commercial properties and industrial establishments
- Preparation of RFPs for procurement of waste management services by private entities
- Evaluation of proposals for waste management services

Procedure for applying to provide some of these services
Solid waste collection service
Procurement of solid waste collection service provider is undertaken through tendering in line with the Public Procurement Act 2003 (Act 663).
Landfill management
Procurement of Landfill Management is undertaken through tendering in line with the Public Procurement Act 2003 (Act 663).
Faecal Sludge Treatment facility
Desludging services in the Metropolis is carried by the Department and a number of private service providers.
The following steps should be followed by private individuals and organizations seeking to engage in the delivery of desludging service.
- Submit written application to or call personally at the Waste Management Department;
- Present equipment for inspection by TaMA Maintenance Engineer;
- Subsequent to certification of equipment, effect payment of an annual registration fee in line with Assembly Fee Fixing Resolution
- Subject to a Sanitation Service Providers Agreement to enhance coordination and regulation
- Submit membership documents of a recognized service providers association within the jurisdiction/.
NB: Tipping at the Assembly’s Faecal Sludge Treatment Facility attracts a tipping fee as specified in Assembly’s Fee Fixing Resolution.

ICESSPOOL Services
ICESSPOOL is a digital platform where customers can access sanitation and water service via an app and a call center medium.

- Cesspool emptier services
- Bio-digester toilet construction and servicing
- Bulk water / water tanker supply services
- Manual De-sludging and desilting services
How to become a service provider on the ICESSPOOL platform;
Step 1: Visit the TaMA Waste Management Department office to make request in person, an attendant would assist in filling out the request form and input into the database.
Step 2: A staff would inspect documents and take applicant through a verification process
Step 3: A control check would be done for licence, road worthy, insurance, qualification, owner details
Step 4: Feedback confirming a successful application would be communicated to the applicant
How Customers Can Request Services via ICESSPOOL
- Mobile App: Customers can log in with their details and select the type of service needed. They fill out required information, including the service location, type of service, the service provider preferred, preferred schedule, make payment to service provider in cash.
- SMS/WhatsApp: Customers can send a service request via SMS or WhatsApp, including necessary details like name, Ghana Post address, type of service, and preferred service date.
- Call Center: Customers can call the hotline +233 0501330430, where an operator logs the request in the system.
- Walk-in Service Desk: Customers can visit the Tamale Metropolitan Assembly office to request a service in person, and an attendant fills out the request in the database.

Solid Waste Management Services
Solid waste collection services are delivered under seven (7) zones Tamale Metropolitan Area.
Two systems of collection are employed
- Door-to-Door litter bin emptying
- Communal container lifting
The house-to-house collection system attracts a fee of GH¢60 per 1st Class, GH¢50 for 2nd Class and GH¢40 for 3rd Class residential areas respectively. These rates are charged per bin per month on a subscription with a private service provider.
The communal collection component on the other hand attracts 50 pesewas per head load of waste deposited at the communal storage facility where pay-as -you-dump policy is being implemented or where sanitary site is managed by a private entity.
