REQUEST FOR EXPRESSION OF INTEREST (EOI)

  1. The Tamale Metropolitan Assembly with technical support from Expertise France under the Sustainable Cities Phase 1 Project, intends to engage the services of experienced and qualified firms for the provision of Solid Waste Management and Public Cleansing Services within the Tamale Metropolis. The Assembly’s proposed contract engagement is expected to span for a period of 4 years.

 

  1. The Scope of Services includesbut is not limited to:
    • House-to-house and communal solid waste collection
    • Haulage and disposal to designated facilities
    • Market, lorry park, and institutional waste services
    • Street sweeping and public space cleansing
    • Provision and management of skips, bins, and containers
    • Waste segregation, recycling, and resource recovery initiatives
  2. Service Zone Structure: the Metropolis has beensegmented into Solid Waste Management Zones based on the high-density, low-density, peri-urban, commercial, and institutional areas. Then based on the service scope and structure, the assignment is classified into contract packages as indicated in the table below:

  1. TheTamale Metropolitan Assembly now invites sealed proposals for Expression of Interest (EOI) from eligible Companies/Service providers. Tendering process will be conducted through a Two-Stage tendering process under National Competitive Tendering (NCT) procedures as specified in the Public Procurement Act, 2003 (Act 663) as amended, and in the Guidelines issued by the Public Procurement Authority.

 

  1. Interested eligible Companies/Service providers may obtain further information using the address given below at paragraph 6 from 9:00am – 4:00pm local time starting from, Tuesday 24thMarch 2026. EOI submission forms can be purchased by interested tenderers upon payment of a non-refundable fee of Two Hundred Ghana Cedis (Gh₵200) only. The document will be obtained personally and, upon submission of an application letter.

 

  1. All firms submitting expressions of interest shall alsosubmit the following statutory documents as part of their submissions (see submission forms for guidance) which must be valid as at the date of opening:

 

  • Company Registration Certificate (Sole Proprietorship only).
  • Certificate of Incorporation (Companies only).
  • Certificate to Commence Business (Companies only).
  • Public Procurement Authority (PPA) Registration Certificate
  • TaMA Business Operating Permit
  • Valid GRA Tax Clearance Certificate – (Project specific).
  • Valid SSNIT Clearance Certificate – (Project specific).
  • Valid Labour Certificate – (Project specific).
  • Power of Attorney.

 

  1. At a minimum, the firm/consortium should own or have access to:
    1. At least 1 operational compactor truck (minimum capacity 7–10 m³), or 1 backup truck or skip loader, or 3 waste tricycles/borla taxi, or equivalent capacity collection vehicles.
    2. Waste bins/20 skips or large communal containers.
    3. Protective gear and tools for all waste collectors (gloves, boots, uniforms, etc.).
    4. A mechanic/maintenance arrangement for vehicle servicing.

 

  1. A shortlist of qualified firms will be prepared in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663) as amended by Act 914, after which Invitation to Tender (ITT) will be issued to the shortlisted firms.

 

  1. Submission forms for the Expressions of Interest must be delivered in hard copy (3 copies – one original and 2 copies) to the address below on or before 29thApril 2026 at 10:00AM. Envelopes should be clearly marked:
